CollectER III

In 2009, a new version of the National Emission Inventory and Reporting tool has been released. This version, CollectER III,
combines the previous separate versions of CollectERII and ReportERII into one integrated tool.


In addition CollectERIII now implements the following improvements:

  • it is a fully integrated inventory compilation and inventory reporting tool, based on the combined source categorizations of the UNFCCC and LRTAP Conventions and compatible with those used in the EU GHG Monitoring Mechanism and the National Emission Ceilings Directive
  • multi-annual capability, allowing the compilation of many annual emission inventories in one database structure definition.
  • continuing support of the SNAP source categorization, and allows for country specific additions to SNAP
  • an improved user interface, enabling source selections by location, by NFR/CRF source category, SNAP and by fuel
  • a more rigorous input data screening providing better safeguarding against typos and other errors
  • additional user defined summary and overview tables to support QA/QC during data input


CollectER III includes functionality to support import from earlier versions of CollectER. Such import might flag possible errors and inconsistencies between different years of the annual databases. The CollectER helpdesk can support you with this import process.

CollectER II Installation notes

CollectER II uses ADO (Active Data Object, built-in Win2000) interface between application and database instead of DAO interface used in the previous version of the CollectER. To run CollectER II on Windows 95 and Windows98 with MS Office older than MS Office2000 requires a former version of MS ADO 2.5 to be installed first. Installation of ADO 2.5 for Windows95 consists of following two files:

CollectER Background

Collecter II (Collect Emission Register) is a tool dedicated to national air emission experts in order to update a national emission inventory. It is part of a set of software tools developed by ETC/AE to assist national experts in compiling an air emissions inventory. The ReportER II tool uses the inventory built by collecter II to prepare emission reports for international obligations.

The program Collecter II therefore includes the following main functions:

  • it supports collecting air emissions data of area and point sources
  • it stores these data in an emission inventory in a spatial resolved database, using EUROSTAT’s NUTS territorial definition

Collecter II is a Windows single user application written in C++ programming language running on a PC-Pentium, minimum 16MB RAM and 20MB free disk, equiped with Win9x/2000/NT operating system and SVGA monitor driver in 800x600 mode. A MS Office installation is recommended on the target PC. All data (1 year/ 1 country) are stored in one MS Access database file.

Collecter II - setup distribution:

Please read "Read.me" file carefully before start SETUP.EXE from disk1. Setup should be self-explanatory and trouble free. There are 3 main files copied into the destination directory during setup procedure.

Besides this some supporting DLL files are installed

It is assumed that, upon compiling an inventory for a next base year, most of the data for an earlier year are available. For the first year that collecter will be used, data can be imported from the last year available in the earlier system (CORINAIR dbf files). Next base years will make use of the last year data. The compilation of a new inventory then basically is updating an earlier dataset to the values for a new year.
